"Standard of pollution control for municipal solid waste incineration" (GB18485-2014) Amendment

In order to implement the "People's Republic of China environmental protection" "People's Republic of China solid waste pollution prevention law" "People's Republic of China air pollution prevention and control law", to further improve the national pollutant discharge (control) standard operation, I decided to "living garbage incineration pollution control standards" (GB18485-2014) modified. The following amendments are now announced as follows:



1. The article 3.15 is amended to be:


3.15 determination of mean average value


The arithmetic average of the concentration of pollutants in a certain number of samples collected in a certain period of time.


For the monitoring of dioxin, the collection of no less than 3 samples should be completed within 6-12 hours.


For the monitoring of other pollutants, no less than 3 samples should be collected within 0.5-8 hours.



Two, the amendment to Article 9.3 is as follows:


9.3, the sampling of exhaust gases from the operation of domestic waste incineration plants should be carried out in the prescribed pollutant discharge monitoring locations according to the types of pollutants monitored, and the exhaust gas treatment facilities should be sampled and monitored after the facility.


The sampling of air pollutant monitoring in the exhaust cylinder is carried out according to the regulations of GB/T16157, HJ/T397 or HJ/T75. The sampling of dioxin monitoring in the flue gas is carried out according to the relevant regulations of HJ77.2.



Three, the amendment to Article 9.4 is as follows:


9.4 the monitoring of the burn down rate of heavy metal pollutants and incineration slag in flue gas should be conducted at least 1 times per month, and the monitoring of dioxins in flue gas should be conducted at least 1 times a year.


The requirements of the frequency and sampling time of the monitoring of other air pollutant discharge are carried out according to the requirements of the relevant regulations on environmental monitoring and management and the requirements of technical specifications.

1. The revision of the background


Recently, the environmental protection department received a series of local environmental protection departments to reflect the "garbage incineration pollution control standards" (GB18485-2014) definition of the determination of the mean is not clear, in the actual work may lead to problems of dioxin monitoring and sampling time, there are security risks and other operations. The Ministry of environmental protection is about to supervise the monitoring of dioxin emissions from incineration plants in China. Before that, it is urgent to clarify the problems related to monitoring dioxins in GB18485-2014.


To this end, the Ministry of environmental protection of soil environment management division commissioned Chinese Environmental Science Research Institute as the standard modified single preparation unit, in accordance with the "guidance" to strengthen the national pollutant emission standards and revision of the relevant regulations, according to the "EU industrial emissions directive" (2010/ 75/EC) and related environmental monitoring methods in our country standard, standard for pollution control the "draft" garbage incineration (GB18485-2014) amendment (draft).





Two. The main problems


Since the implementation of GB18485-2014, the main problems of dioxin monitoring by the environmental protection authorities and environmental monitoring units in various places are as follows:


The definition of "measuring mean" in 1.GB18485-2014 is not consistent with the meaning of the European Union Industrial discharge directive (2010/75/EC).


2. standard text 9.4 provisions should be according to the "dioxin sampling ambient air and exhaust gas dioxin determination of isotope dilution and high resolution gas chromatography high resolution mass spectrometry (HJ77.2-2008)" the relevant provisions of the continuous determination of three times, and the 3.15 in terms of sampling interval contradiction;


3., if sampling is conducted according to the interval of 6 hours, it is necessary for the monitoring personnel to work continuously for 18 hours at high altitude, and nearly half of the time is night work, which violates the safety requirements of the related aerial work. The risk is very large.


4., for some non continuous running equipment, such as pyrolysis, incineration, rotary kiln incineration, cement kiln co processing, and other domestic waste treatment equipment, we can not get the suitable samples according to the regulations.

1. revision of the definition of the mean value


About the sampling of dioxins in flue gas generated by waste incineration, the measurement mean in the European Union Industrial discharge directive (2010/75/EC) refers to the measured values of pollutant concentrations collected for 6-8 hours.


China's environmental air and exhaust dioxins are determined by isotope dilution high resolution gas chromatography high resolution mass spectrometry (HJ77.2-2008). 7.2.3 stipulates that the total sampling time for collecting an exhaust sample should be no less than 2 hours.


The specification for the monitoring of dioxin emission from hazardous waste (including medical waste) incineration and disposal facilities (HJ/T365-2007) stipulates that each of our country's 5.3.2 and 5.3.3
